The GANNDALF project is forging a new path in Europe’s fight against cybercrime. Funded by the European Union’s Horizon Europe programme (Grant Agreement No. 101167951), the 36-month initiative is building an AI-powered ecosystem to support Law Enforcement Agencies (LEAs), policymakers, and citizens in tackling threats like ransomware, identity theft, and online fraud.

Launched in October 2024, GANNDALF brings together 18 partners from 13 countries. With a €3.72 million budget, it is redefining how Europe detects, investigates, and prevents digital crime.

Pilot strategy: real-world impact

From October 2025 until September 2027, GANNDALF will test across three strategic areas:

  • Cybersecurity operations: Fraud detection, infrastructure protection
  • Cross-border collaboration: Secure data sharing and joint investigations
  • Training and awareness: AI-based training and citizen engagement tools

Innovative tools underway

Key features under development include:

  • Transparent decision-making support
  • AI scenario builders for LEAs
  • Citizen-facing apps for cybercrime awareness
  • Privacy-preserving data sharing tools

Momentum across Europe and beyond

GANNDALF has been spotlighted at IEEE BigData 2024 and the European Police Congress. We have also joined the AI4Safe Europe Cluster to collectively address pressing challenges in the evolving cybercrime landscape. The project is engaging with EUROPOL’s Innovation Lab, aligning with EU-wide efforts to harness AI, big data, and emerging technologies for more effective, collaborative, and future-ready policing across borders.
