A fast growing SME comprising a multi-disciplinary team of more than 60 people with strong expertise in AI-based data analytics and cybersecurity solutions, brings to GANNDALF a competence in deploying decision making and recommendation mechanisms, and PETs. ITML will be responsible for the innovation management, ensuring a concrete path for deployed solutions with market potential as well as for implementation of open science practices.

PPHS cooperates with around 250 consultants from security area: experienced LEAs and officers (especially representing the Police, Border Guards, Internal Security Agency) prosecutors, judges and representatives of science experienced in cooperation with LEAs. As a think tank it focuses on defining and solving problems in the area of social security for policy makers. PPHS also organises trainings on various topics related to security for public and private institutions in Poland and is also involved in a number of other security-related initiatives. By providing consulting and educational services, PPHS also supports the process of building public confidence and trust in new security technologies and leads managing gender aspects of R&I.

HUA brings in GANNDALF a strong team of engineers, members of the Informatics and Telematics department, with significant background in explainable, AI-fuelled analytics and image processing. HUA brings in GANNDALF the expertise of developing Graph Neural Networks to generate graphs capable of data processing and representation and knowledge graphs to improve LLM reasoning and Generative AI models for image generation, that will be used for the envisioned collaborative investigation sandbox

INOV is a Portuguese RTO working in ICT and Electronics, and a leading private institute in Portugal in Security and Defence R&D, with a long track record of working in National and EU co-funded projects. The institute brings in GANNDALF strong technical expertise and will undertake applied research and technological development in the area of big data analytics-based (financial) crime detection and investigation, in strong collaboration with PJ.

VUB through its Cyber and Data security lab explores the legal aspects of cybersecurity and information security. It is part of the internationally renowned Research Group on Law, Science, Technology & Society (LSTS) at the Faculty of Law and Criminology). VUB and CDSL in GANNDALF will further knowledge, promote awareness, and foster new ideas within the legal framework on cybersecurity related investigations and data sharing challenges between LEAs.

KEMEA, a research organisation overseen by the Minister of Citizen Protection, conducts research on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection. Based on this capacity, it operates within GANNDALF as the manager of the project’s pilots’ execution, acting as the main liaison between the technology providers and the LEAs.

A complementary team comprising social and political scientists, focusing on integrating innovative technological solutions in a human-centric and societally accepted manner. It will focus on the monitoring of ethical AI developments and organise training sessions ensuring inclusivity and user acceptance; and also be responsible for deploying a concrete pathway towards collaborationbased fight against crime-as-a-service and advanced cyberthreats ensuring full exploitation potential via human-centric approaches.

AEGIS is a research-driven ICT SME of more than 30 people, with expertise on providing tools and services in the field of cybersecurity, digital forensic analysis and investigations, adaptive data visualization systems, access control and network security systems, and privacy preserving systems. In GANNDALF, AEGIS will develop the crime psychology toolbox based on integration of cyber analytics and crime psychology. On top of that, AEGIS will contribute to the development of project’s main interfaces, enabling communication channels and common understanding mechanisms between LEAs and our technical experts within the integrated collaborative investigation sandbox.

MAGG is a large system integrator, bringing in GANNDALF a team with background in the fields of swarm intelligence and crime detection. Based on this capacity, MAGG will lead the efforts towards exploiting swarm intelligence technological breakthroughs to facilitate collaborative investigation mechanisms; it will also be responsible for the integration of crypto-jacking and compromised content detection tools within the project’s modular toolbox.

MAGG is a large system integrator, bringing in GANNDALF a team with background in the fields of swarm intelligence and crime detection. Based on this capacity, MAGG will lead the efforts towards exploiting swarm intelligence technological breakthroughs to facilitate collaborative investigation mechanisms; it will also be responsible for the integration of crypto-jacking and compromised content detection tools within the project’s modular toolbox.

NETCO is a large industry and leading technology provider in several fields in the wider cybersecurity related domain. Within GANNDALF it will engage a solid team working on an LLM-based scenario building tool for public authorities and law enforcement agencies, that will be further developed to facilitate validation purposes and policy drafting; it will also engage a strong team working explicitly on explainable AI solutions.

PLV has participated in > 30 EU projects since 2005 and stands out especially for its high-quality standard when it comes to implementing pilots in real case scenarios, as well as in the dissemination, not only in EU but also at an international level. For PLV, thanks to its LEA profile, it is easier to contact other LEAs and First Responders, which provides an added value, since these bodies do not tend to open to topics related to EU projects. PLV stands out for its work of dissemination thanks to: Bilateral meetings with LEAs, First Responders, Technological Institutes etc., Presentations at events about security and international emergencies of first-level and Organising trainings, conferences, and workshops.

It will act as one of the project’s end users, being also responsible for the refinement of the experimentation plan.

PJ is a higher criminal police body under the Ministry of Justice. Its assignments comprise criminal prevention and investigation and supporting prosecuting and judicial authorities. PJ is competent for the prevention and investigation of serious organised crime, including counter terrorism. In GANNDALF, PJ will involve its Financial Information Unit (UIF), which deals with preventive actions and processing of financial data from multiple types of crime. In addition, the Innovation Directorate will ease the interface between UIF and the consortium, to provide technical support and consultation for the implementation of the project.

The LEA of North Macedonia operating under the Ministry of Interior, brings expertise in cybercrime validation procedures within research projects, being one of GANNDALF end users.

SPP, the Protection and Guard service of Romania, brings in GANNDALF significant expertise in cybercrime validation procedures within research projects. It will act as one of the project’s end users.

UoG and the Centre for Sustainable Cyber Security leads research into sustainable cyber security solutions working now and long term; it prioritises energy-efficiency, cost-efficiency, user acceptance and practicality of real-world adoption of novel cyber security technologies and best practices. It brings in GANNDALF a team of >30 engineers that solid background in public cybercrime awareness and PETs, leading the vision towards Cyber Hygiene 2.0 within collaborative cybercrime investigations.
